Decoded China Series: Debt and Infrastructure Renewal (full note, PDF)
The full 30-page analysis note. Official cash data, funded renewal and explicit counterexamples show when debt extensions can shift infrastructure pressure without establishing a national Chinese cliff. Instant PDF download.
About the author
Decoded, China series. Driss EFFINA, PhD. October 2026. PDF, 30 pages, 11 tables.
Does extending local debt postpone a cash problem into the period when infrastructure needs replacement? In this original 30-page research note, the author separates observed Chinese debt flows, documented urban-rail renewal evidence and a reproducible dynamic accounting experiment. Official annual data show that fiscal/other principal plus bond interest rose from RMB0.8235 trillion in 2019 to RMB1.8910 trillion in 2025, despite falling borrowing rates. New 2026 evidence retains its actual observation windows. The analysis combines dispersed CAMET route ages, qualified engineering rules and a funded Beijing Line 10 procurement with a fixed-service model. A deliberately synchronized bullet scenario raises peak annual cash need by 8.5877%; stationary component ages, equal-principal repayment and cheap replacement reverse that result. Reserve and funding calculations show why a gross cash peak need not become a financing gap. The full PDF includes 17 figures, 11 tables, a renewal-equation derivation, 650 term/coupon contracts, exact price break-even and reserve tests, valuation comparisons, parameter provenance, limits and clickable primary-source references. It makes no claim of a measured nationwide debt cliff, a causal restructuring estimate or an unprecedented general mechanism. Format: English downloadable PDF, exactly 30 pages. Author: the author. Information cutoff: 23 October 2026. Price: USD 29, one-time purchase.
Inside the full note:

- Older routes form a dispersed exposure
- Beijing provides a funded renewal counterexample
- A constructed alignment raises the bullet peak
- Dispersed component ages remove the renewal hump
- Three counterexamples bound the collision claim
