About the author

Decoded, China series. Driss EFFINA, PhD. October 2026. PDF, 30 pages, 14 tables.

When does a common-property repair become an additional household cash call? the author examines Chinese housing repair liabilities using sixteen years of developer residential completions, seven selected municipal maintenance-fund accounts and actual 2026 awards for 27 planned lift replacements. The four awards total RMB5,493,635. A flat RMB150,000 subsidy per planned lift would leave RMB1,443,635 before unknown eligible reserves: a conditional funding draw, not an observed owner assessment. The original accounting analysis shows why substantial municipal balances can coexist with building shortfalls when resources are ring-fenced, and why low draw ratios do not establish engineering adequacy. A hypothetical association can replace later cash calls with RMB82.02 per owner annually for twelve years while retaining the same RMB867.40 present value of remaining owner payments. Valuation identities prevent a second deduction when repairs are already capitalized into market prices. The full research PDF includes14 figures, 14 tables, reconciliations, model equations, threshold and liquidity scenarios, policy comparisons, parameter provenance and explicit falsifiers. No national liability, household consumption effect or capitalization fraction is estimated. Format: English downloadable PDF, exactly 30 pages. Author: the author. Information cutoff: 23 October 2026. Price: USD 29, one-time purchase.

Inside the full note:

  • Sixteen completion flows describe staggered cohorts
  • Small draw rates do not measure engineering adequacy
  • Reconciliation limits are evidence, not accusations
  • Current awards anchor the gross cost of 27 lifts
  • The same repair plan permits different payment paths
  • Repair liabilities must be counted once in value
