Decoded China Series: Shrinking Cities and Utilities (full note, PDF)
The full 30-page analysis note. Observed water-cost countercases and exact service-funding experiments show why falling volume does not identify a burden on remaining households or migrant families. Instant PDF download.
About the author
Decoded, China series. Driss EFFINA, PhD. October 2026. PDF, 30 pages, 12 tables.
Who pays for an inherited utility network when its active customer base changes? the author combines twelve annual Jiangnan water-flow observations, recent cost and asset disclosures, Qiqihar sales, Hegang census and implemented tariffs, and Jilin regulatory evidence. The observed cases resist a simple decline story: Jiangnan unit cost falls alongside volume in 2025, while Qiqihar sales rise in 2021-2023. The original service-preserving model distinguishes accounts from use. At identical aggregate volume and recovery price, 25% fewer accounts raises the bill from RMB300 to RMB380, while unchanged accounts using less pay RMB285. Resource costs, legacy debt, feasible retirement and funding are kept separate. Exact decompositions, topology, transition-cost break-even, demand response and family-payment accounting expose the conditions that reverse the burden. The complete PDF includes 16 figures, 12 tables, explicit counterexamples, parameter provenance and clickable source references. All prototype inputs are assumptions. No declining active-account panel, national financing gap or causal migration/remittance effect is estimated. A small added family payment can leave private migration gains largely intact. Format: English downloadable PDF, exactly 30 pages. Author: the author. Evidence cutoff: 23 October 2026. Price: USD 29, one-time purchase.
Inside the full note:
- Twelve water-flow observations resist a simple decline story
- Falling volume can accompany falling unit cost
- An implemented tariff differs from an actual annual bill
- Equal total water use can produce opposite bills
- Tariffs, budgets and relatives divide one residual
- An added family payment need not erase migration gains
- Measure accounts and funders before naming a burden
