The Deep Causes of Fragility in the West
Why can wealthy states struggle to sustain dependable public action? In The State Beyond Its Means, Dr. Driss Effina examines the fiscal, demographic, administrative and political pressures that can weaken public institutions across 22 Western countries.
The book develops a central argument: fragility emerges when a state’s commitments and dependencies outpace its capacity to finance, implement and sustain collective decisions. It explores how public debt, ageing, depleted assets, fragmented authority, territorial inequality and dependence on private providers can interact.
Combining original comparative calculations, economic reasoning and transparent statistical models, the study distinguishes observed trends from explanatory hypotheses and conditional forecasts. National comparisons identify differences in exposure and institutional buffers. Projections for 2030 and 2035 make uncertainty explicit.
